流程一:
这个词可以考证出的最早文字记载是在《荷马史诗》中,最初的含义是城堡或卫城。古希腊的雅典人将修建在山顶的卫城称为“阿克罗波里”,简称为“波里”,城邦制形成后,“波里”就成为了具有政治意义的城邦的代名词,后同土地、人民及其政治生活结合在一起而被赋予“邦”或“国”的意义。后又衍生出政治、政治制度、政治家等词。因此,“政治”一词一开始就是指城邦中的城邦公民参与统治、管理、参与、斗争等各种公共生活行为的总和。
中国先秦诸子也使用过“政治”一词,。《尚书·毕命》有“道洽政治,泽润生民”;《周礼·地官·遂人》有“掌其政治禁令”。但在更多的情况下是将“政”与“治”分开使用。“政”主要指国家的权力、制度、秩序和法令;“治”则主要指管理人民和教化人民,也指实现安定的状态等。

流程五:美国大选新鲜热词
1:Baracknophobia:巴拉克恐新症
2008美国大选已经到了最紧张的阶段,民主党的非裔总统候选人巴拉克奥巴马无疑是这场选战中最具争议的人物。其名字从他宣布参选起便一跃成为网上最热的词条之一,许多英语新词也因时而生。Baracknophobia指的就是基于种族主义等原因,对巴拉克奥巴马这位既年轻又是黑人的总统候选人存有的否定情绪。
的确,在种族歧视依然存在的美国,要想坐上第一把交椅,黑皮肤的巴拉克奥巴马谈何容易,曾经就有共和党人嘲讽过:“如果奥巴马当上了总统,那么那里还称得上是白宫吗?”

Baracknophobia is the common-sense and persistent fear of a Barack Obama presidency.
巴拉克恐新症是对巴拉克奥巴马任期持有的理所当然又持久的恐惧。
2:Obamacon:奥巴马共和党人
Obamacon一词由Obama和conservative组合、浓缩而成,意指在2008美国总统选举中身为保守派共和党人却支持民主党人奥巴马的选民。
奥巴马的参选不但让美国社会炸开了锅,就连英语语言世界也产生了震荡。据全球语言检测机构(Global Language Monitor)指,Obama已成为一个热门词汇进入到英语语言当中,并以之为词根衍生出很多新词汇,如Obamamania(奥巴马热)、Obamafy(奥巴马化)、Obamanomics(奥巴马经济)、Obamacize(奥巴马式行动)等等。

In a Globe and Mail article, Colin Powell, the former Secretary of State hints that he may be an Obamacon.
《环球邮报》的一篇文章指,前国务卿柯林·鲍威尔暗示他可能是个支持奥巴马的共和党人。
3.Next War-it is:下一场战争
这个词最早出自美国国防部长罗伯特·盖茨之口,用以形容着眼于以后可能发生的军事冲突,而并非目前的军事需要而进行的军事部署和防卫准备。
作为世界头号军事大国,加上今年插足与阿富汗和伊拉克战争,美国的军费开支一直居高不下。但是,自“冷战”时代起,美国在军事政策上就一直有为“下一场战役”作准备的倾向。这一点,在现今美国经济衰退、反战声音高涨的形势下,无疑成为了布什政府、美国国防部为人诟病的焦点之一。
看来,如何减少战争投入、消减军费、重振经济也必成为新一届美国总统候选人赢得选票的热门话题。
